The 1985 preseason game between the Houston Gamblers and Birmingham Stallions was where the USFL decided to make some on the field changes. One of those changes was the use of instant replays to a reverse a potentially bad call.

Lynn Michaels interviews the league's Supervisor of Officials Cal Lepore. They discuss the first challenge in the first half which confirmed the official's call on the field and how the replay challenge is in its testing phase right now. Their main goal was for the betterment of the game.

Lepore then explains the rules for a coach in when they could use the replay challenge. He cautions though, that certain details of the rule have still to be worked out.

Interesting note, Lynn Michaels made it a point that ONLY televised games can have the instant replay rule in effect. Considering four out of seven weekly games were shown by ABC and ESPN for the 1985 season, makes you wonder how many bad calls were there for non televised ones.
